General Purposes Sub-Committee: April 6th 1925
With reference to the agreement recently arrived at with the Kings Heath Picture
House Proprietors the Sub-Committee were informed that a Director of the Company had informed the General Manager that it was their
intention to build shops and offices on the vacant land adjoining the Bank at Kings Heath. The General Manager had notified the Town
Clerk, who had written to the Solicitors in the matter to the effect that the proposal was an infringement of the terms of the agreement
arrived at with the Corporation, and was awaiting their reply.
722 RESOLVED:- That consideration of the
matter be deferred until the reply of the Solicitors is received.
General Purposes Sub-Committee: May 11th 1925
On Minute
No. 722 (King's Heath Branch) the Sub-Committee were informed that the Town Clerk had sent the draft agreement to the Picture House
Company's Solicitors for approval, and it was possible that should they desire to make any proposals for the erection of buildings
on the land adjoining the Bank, they would wish to make provision in the agreement.
In this connection the Chairman of the General
Committee suggested that the present time would be opportune to approach the Picture House Company as to the purchase of a strip of
the land adjoining in order to provide for future bank developments.
735 RESOLVED:- That the General
Manager be directed to negotiate with the Picture House Company for the purchase of a strip of land suitable for the requirements
of the Bank.
General Purposes Sub-Committee: June 8th 1925
751 On Minutes Nos. 722 and 735 (King's Heath Branch) the General
Manager stated that Mr McMichael advised against erecting buildings on the land adjoining the King's Heath Branch. Owing to the position
of the strong room any extension on the side would involve heavy expenditure and in his opinion it would be wiser to set back entirely
to the new building line. The General Manager was directed to continue his inquiries in the matter.
General Purposes Sub-Committee:
July 13th 1925
On Minute No. 722 and 735 (Kings Heath Branch - negotiations with Picture House Co.) the General Manager reported
that the Company had decided not to sell the vacant land adjoining the Kings Heath Branch. They had, however, intimated that they
do not intend to erect any buildings on such land. The agreement as to advertisements and the other matters outstanding was therefore
going through, and the General Manager expressed the opinion that the Bank requirements would be met by painting the top portion of
the gable end with the necessary advertisements, and that the idea of electric signs should be abandoned.
He expressed the view
that as regards any enlargement of the Kings Heath Premises, no further expenditure should be made in adapting the existing buildings,
but rather that at a convenient time a new building should be erected in line with the Picture House, and the present building demolished.
771 RESOLVED:- That the arrangement indicated by the General Manager be approved.
Bank Committee: November 16th 1925
On Minute Nos 1758/1984, the Town Clerk presented the following report with reference to the completion of a Conveyance by the
Kingsway Cinema Limited to the Corporation, of a strip of land adjoining the Bank premises at King's Heath, and other outstanding matters:
November 14th 1925
Minutes Nos 1758 and 1984
Bank Premises, High Street, King's Heath.
As instructed by the above Minutes, I have completed a Conveyance by the Kingsway Cinema Ltd to the Corporation of the strip of land required for widening the passage at the rear of the above premises; the document includes the arrangement made between the Corporation and the Company whereby half the estimated cost of the erection of a new 4½inch wall adjacent to the gable wall of the Committee's premises, and half the estimated cost of the erection of a new party wall between the land at the rear of the said premises and the Company's land will be borne by the Corporation. An easement to the Corporation has been granted to exhibit advertisements on the upper half of the first-mentioned wall.
I have made the following payments herein:
Contribution to cost of erection of walls - £186. 5. 0.
I ask that these Minutes be discharged.
2174 RESOLVED:- That Minutes Nos 1758 and 1984 be discharged.
General Purposes Sub-Committee: February 8th 1926
The General Manager
called the attention of the Sub-Committee to the serious shortage of accommodation at Kings Heath Branch and the consequent inconvenience
to the depositors and the staff, and he pointed out that consideration would have to be given at an early date to providing extended
accommodation.
875 RESOLVED:- That the matter be referred to the Chairman of the General Committee and
the General Manager to visit the branch and to report their recommendations in regard thereto.
General Purposes Sub-Committee:
March 8th 1926
On Minute No. 875 (King's Heath Branch) the General Manager again emphasised the desirability of taking early
action to relieve the situation at this branch.
The Sub-Committee were advised that there did not appear to be any way in which
the existing premises could be satisfactorily extended, and it would be necessary therefore to consider the desirability of erecting
new premises. It was:-
887 RESOLVED:- That the matter be further considered at a Special meeting of this
Sub-Committee to be held at 11am on Monday the 15th instant with a view to suitable recommendations being made to the Bank Committee.
General
Purposes Sub-Committee: March 15th 1926
The General Manager presented the following report with reference to the King's Heath
Branch.
KINGS HEATH BRANCH.
The question of providing increased accommodation at Kings Heath Branch has been under consideration
for some time, and as the position daily becomes more acute, the Chairman and General Manager have visited the site in company with
the Building Surveyor, to see whether it would be possible, and desirable, to make further structural alterations to the present premises,
or whether a new building should be erected to conform to the building line. There is sufficient land at the rear on which a suitable
building could be erected.
After fully considering the position, the Building Surveyor was of opinion that any extension could
only be made at considerable cost, and that as the set-back would ultimately have to take place such expenditure would be wasted.
Having
regard to all the circumstances, the Chairman and General Manager are of opinion that the Committee would be well advised to face
the situation, and build a new Bank and house in conformity with the building line. During the course of such building the Bank would
carry on in its present accommodation. It may be desirable to make some adjustment in regard to boundaries between the Picture House
people and the Bank, but this could be arranged in connection with a scheme for building.
It is accordingly recommended that
the City Surveyor should be instructed to prepare a plan of his proposals in the matter, with an estimate of the cost, and that the
Committee should intimate the amount they are prepared to go to for such building.
(March 11th 1926)
899 RESOLVED:- That the General Committee be recommended to agree to the erection of a new Bank and house in conformity with the new building line, and to instruct the City Surveyor to prepare a plan of his proposals in the matter, with an estimate of the cost.
Bank Committee: March 15th 1926
The following report and supplemental report of the General Purposes Sub-Committee were presented:
King's Heath Premises.
The attention of your Sub-Committee has been drawn on several occasions to the shortage of accommodation at the King's Heath Branch, and the Chairman (Councillor Appleby) and General Manager who have inspected the premises, are satisfied that action will have to be taken to relieve the situation. As it does not appear to be possible to satisfactorily extend the existing premises your Sub-Committee are giving consideration to the desirability of erecting new premises, and hope to make a recommendation thereon at the meeting of your Committee on Monday next.
Kings Heath Branch.
Your Sub-Committee have given careful consideration to the question of providing increased accommodation at the Kings Heath Branch, where the position daily becomes more acute owing to the inadequate accommodation. Your Sub-Committee are advised that any extension of the existing premises could only be carried out at considerable cost, and that as a set-back would ultimately have to be made to the prescribed building line, such expenditure would not be justifiable.
They, therefore, considered that it would be advisable to build a new Bank and house in conformity with the prescribed building line, and they would point out that during the erection of the new building the business of the Bank could still be carried on in the existing premises. It is, therefore, recommended that the City Surveyor be instructed to prepare a plan showing his proposals in the matter, and to submit the same to your Sub-Committee, with an estimate of the cost.
2307 RESOLVED:- That the proposal to erect suitable Bank premises at the rear of the existing premises at Kings Heath to conform with the new building line be approved, and that the City Surveyor be instructed to prepare a plan of his proposals in the matter and submit the same to the General Purposes Sub-Committee with an estimate of the cost.
General Purposes Sub-Committee April 12th 1926
The following communications from the General Committee were received.
2307 RESOLVED:- That the proposal to erect suitable
Bank premises at the rear of the existing premises at King’s Heath to conform with the new building line be approved, and that the
City Surveyor be instructed to prepare a plan of his proposals in the matter and submit the same to the General Purposes Sub-Committee
with an estimate of the cost.
General Purposes Sub-Committee May 10th 1926
On Minute No. 914, the Sub-Committee were asked, in order that the City Surveyor might be in a position to frame his proposals with regard to the erection of premises at Kings Heath and Nechells Park Road, to give some idea of the amount that should be expended on the new buildings.
937 RESOLVED:- That this Sub-Committee are of opinion that the proposals should be framed on the basis in the case of Kings Heath Branch
of an expenditure of £4,000 to £4,500, and in regard to the proposed building in Nechells Park Road, of an expenditure of £3,000.
General Purposes Sub-Committee May 31st 1926
On Minutes Nos. 914 and 937, plans were submitted for the erection of premises at Kings Heath, Nechells Park Road and Birchfield Road, at the following estimated cost:-
|
Kings Heath |
£3,500 |
|
Nechells Park Road |
£3,380 |
|
Corner Birchfield Road and Broadway |
£3,645 |
In the case of Kings Heath proposals, an elevation was submitted showing a frontage differing from the design adopted by the Bank, but the Sub-Committee decided that the design generally adopted for Branch Banks should be adhered to, and Mr Stevens, representing the City Surveyor, was instructed accordingly.
The Sub-Committee also expressed the opinion that so far as possible in erecting and adapting premises for Bank requirements regard should be given to the possibility of making future enlargements to the premises if desired, and in this connection it was pointed out to Mr Stevens that it might be desirable to amend the plans as submitted so far as the positions of the strong rooms were concerned.
960 RESOLVED:- That, subject to the considerations above mentioned, the plans be approved, and that the City Surveyor be instructed to prepare specifications and bills of quantities and that the General Manager be authorised to advertise for tenders for the carrying out of the work.
General Purposes Sub-Committee July 12th 1926
On Minutes Nos. 914 and 937 - the General Manager pointed out that it would be necessary to give 3 months' notice to terminate the tenancy of the premises at the rear of the Kings Heath Branch.
974 RESOLVED:- That the Town Clerk be instructed to give the requisite 3 months' notice to terminate the tenancy of Messrs Madden at No. 73 High Street, Kings Heath.
The Sub-Committee considered the question of obtaining the consent of the City Council to the proposed buildings at King's Heath, Nechells Park Road and Birchfield Road, and it was -
975 RESOLVED:- That steps be taken to prepare and submit a report
to Council embodying the proposals and including the City Surveyor's estimates of the cost of carrying out the works.
