1196a The following report of the General Purposes Sub-Committee was presented:
Aston Branch Premises. (22, High Street, Six Ways).
Your Sub-Committee have had under consideration for some time the question of providing
better and more adequate accommodation for this growing branch, and have endeavoured on many occasions to secure larger premises without
success. They have been hoping that an opportunity might arise of purchasing one of the adjoining premises, but up to the present
have not been able to do so. Your Sub-Committee feel that before next winter something must be done at this Branch, and after careful
consideration have approved of a plan embodying certain structural alterations to the existing premises. The scheme cannot be regarded
as a permanent solution of the question of accommodation, but it will be a slight improvement. For this reason it is not proposed
to go to much expense, and the estimated cost is £300.
Your Sub-Committee recommend that in order that this work may be proceeded
with as quickly as possible, the Chairman of the Sub-Committee, the Chairman of the General Committee and the Manager be empowered
to accept a tender in the matter, and that the Town Clerk be authorised, on the acceptance of such tender, to prepare and affix the
Corporate Seal to a Contract, if necessary.
1197 RESOLVED:- That the Manager be instructed to obtain tenders for the carrying out of the necessary alterations at Aston Branch (22, High Street, Six Ways) and that the Chairman, the Chairman of the General Purposes Sub-Committee (Mr Councillor Gelling) and the Manager be empowered to accept the most suitable tender, acting as they may think most desirable in view of the negotiations taking place for the acquisition of adjoining property; also that the Town Clerk be authorised, on the acceptance of such tender, to prepare and affix the Corporate Seal to a Contract, if necessary.
General Purposes Sub-Committee: September 5th 1922
The Sub-Committee were informed that Mr Wilde had made enquiries as to the possibility of acquiring the adjoining property for the purposes of the Bank, but without success.
In connection with the alterations being carried out at the Duddeston and Aston Branches, the Manager reported that it had been necessary to obtain temporary premises during the progress of the work. In the case of Duddeston, suitable premises in the immediate vicinity had been secured at a maximum rent of 32/6 a week inclusive, but for a portion of the time the rent would only be 27/6.
With reference to Aston, more difficulty had been experienced in obtaining premises, and in this case the rent would be £3 a week.
144 RESOLVED:- That the action of the Manager
in obtaining temporary premises at Aston and Duddeston at the rentals named during the progress of the alterations, be confirmed.

Committee: September 25th 1922
The following reports of the General Purposes Sub-Committee were presented:
Alterations – 22 High Street, Six Ways.
Your Sub-Committee report that the tender of Messrs Surman & Son has been accepted for the carrying
out of the required alterations at 22, High Street, Six Ways, at the sum of £390, and as empowered by Minute No 1197 of your Committee,
they have authorised the Town Clerk to prepare and affix the Corporate Seal to the necessary Contract.
Temporary Premises - Duddeston and Aston.
Your Sub-Committee report that in connection with the carrying out of the alterations at the Aston Branch (22, High
Street, Six Ways) and the Duddeston Branch (117, Great Lister Street) it has been necessary to secure temporary premises during the
carrying out of the work in order to avoid inconvenience to depositors. Temporary premises in the vicinity of the Branches have accordingly
been secured, in the case of Duddeston at a varying rent not exceeding 32/6d per week and in the case of Aston at a rent of £3 per
week.
1224 RESOLVED: That the report of the General Purposes Sub-Committee be approved.
General Purposes Sub-Committee: October 9th 1922
With reference to the alterations proceeding at the Aston Branch (High Street, Six Ways) the Sub-Committee were informed that it would be necessary to authorise additional work to be carried out over and above the accepted tender, including the construction of a small Strong Room and improved lavatory accommodation.
181 RESOLVED:- That the Chairman, Mr Councillor Appleby, and the Manager be empowered to authorise such additional alterations as may be necessary, the same being treated as an addition to the contract with Messrs Surman & Sons.
Finance Sub-Committee: October 9th 1922
The Manager reported that in view of the alterations being carried out at Aston, Duddeston, Rotton Park and Ladywood Branches, as a precautionary measure, cash in excess of £50 was brought in to Head Office, pending suitable instructions being given by the Sub-Committee.
The Manager reported that in the ordinary way each daily Branch (except Saltley) was covered in respect of loss or theft up to £2,000 by the Guarantee Society and he considered that £1,000 in each case would be sufficient to cover the Branches named during the progress of the alterations.
87 RESOLVED:- That the Manager be authorised to approach the Guarantee Society with a view to Aston, Duddeston, Rotton Park and Ladywood Branches being covered for an amount of £1,000 in each case during the period of the alterations.
With reference to Saltley Branch, the Manager reported that this Branch was only covered for £300. This caused hardship on the officers and incurred considerable risk in the transit of cash. The Manager suggested that the Guarantee Society should be approached with a view to this Branch being covered for £1,000.
88 RESOLVED:- That the Manager be authorised to make arrangements accordingly.
General Purposes Sub-Committee: November 20th 1922
With reference to the required heating of the Duddeston, Aston and Selly Oak Branches, where alterations were at present in progress, the General Manager reported that he, together with the Architect, had discussed the matter with the Gas Department. The latter had given particulars of a circulatory heating system which they considered would be quite satisfactory for Branch heating. The General Manager submitted particulars to the Sub-Committee giving comparison of the cost of this system in relation to the Etna system and the Gas and Electric Radiator system.
189 RESOLVED:- That the Gas Department's scheme of circulatory heating be adopted for the Duddeston, Aston and Selly Oak branches, and that the General Manager be instructed to obtain tenders from the Gas Department for the carrying out of the work.
Finance Sub-Committee: November 27th 1922
The General Manager reported that with reference to the premises 22 High Street, Six Ways, the alterations to which would shortly be completed, he had arranged for tenancy of the accommodation not required by the Bank at a rental of 10/- per week clear.
108 RESOLVED:- That the General Manager's action be confirmed.
The Chairman of the General Committee had accepted the tender of Messrs Vaughton & Sons for lighting at Duddeston at the sum of £28. 2. 6 and of the Etna Lighting and Heating Co Ltd for the lighting at Aston at the sum of £22. 15. 6.
109 RESOLVED:- That the Chairman's action in the above matters be confirmed.
General Purposes Sub-Committee: December 11th 1922
On Minute No 189, the General Manager reported that the following Tenders for the installation of the Gas Department's Circulatory Heating System at the undermentioned Branches had been accepted:
Aston Branch £43. 16. 6. less 5%
Great Lister Street 53. 2. 6. less 5%
Bristol Road 47. 11. 0. less 5%
subject to the boiler in each case being obtained on the hire purchase system.
The General Manager had also arranged with the Gas Department that they would take back the existing steamless radiators which were obtained on the Hire Purchase system, and in respect of which only half the amount had been paid, and would allow as much credit as possible therefor. The General Manager felt that the Gas Department had met the Bank quite fairly in the matter, and he recommended the arrangement being confirmed.
209 RESOLVED:- That the General Manager's action in accepting the above Tenders for the installation of the Gas Department's Circulatory Heating System at the above named Branches, and the arrangements made as to exchanging of radiators be confirmed.

On Minute No 1197 (Alterations 22 High Street, Six Ways) the Town Clerk presented the following report as
to the preparation and completion of the contract with Messrs S Surman & Son.

a Contract with Messrs S Surman & Son for alterations to No 22 High Street, Six Ways, Aston.
The Corporate Common Seal has been
affixed to the document.

Gas Department, Circulatory Heating System.
With reference
to the required heating of the Duddeston, Aston and Selly Oak Branches where alterations are at present in progress, your Sub-Committee
have considered the question of the means of heating these branches and have had before them particulars of the Gas Department's Circulatory
Heating System which it is believed will be quite satisfactory for the heating of these branches.
Tenders of the Gas Department
for installing the system at the Branches named have now been accepted as follows:

subject to the required boiler in each case being obtained on the hire

1293 RESOLVED:- That the Report of the General Purposes Sub-Committee be approved and the various actions therein

Bank Committee: January 25th 1923
The General Manager reported that the alterations at the
Branches High Street, Six Ways and Bristol Road, Bournbrook, would shortly be completed, and the Branches ready for opening.
1327 RESOLVED:- That the Right Hon The Lord Mayor be invited to open the Selly Oak Branch, and Mr Alderman Lovsey the Aston Branch (22, High Street, Six Ways).
