The Town Clerk presented the following reports with reference to the completion of contracts in accordance with instructions contained in Minutes Nos 1918, 1932 and 1933.

General Purposes Sub-Committee: February 9th 1925

 

683 The General Manager was instructed to inform Messrs Surman & Son that unless the hoarding in front of the extension of the Hockley Branch premises was removed within the period of one month, their contract for the carrying out of the work would be cancelled.

 

General Purposes Sub-Committee: March 9th 1925

 

691 On Minute No 683 (Hoarding - Extension of Hockley Branch Premises), the General Manager stated that Messrs Surman & Son had promised to have the hoarding removed during the present week.

 

General Purposes Sub-Committee: April 6th 1925

 

714 On Minutes Nos 683 and 691 (Hoarding at Hockley Branch premises) the General Manager stated he had also requested the Trustee to have the hoarding removed as early as possible and the dwelling accommodation made good.

 

Finance Sub-Committee: April 6th 1925

 

The General Manager reported that arrangements had been made to let the dwelling accommodation at premises No 4 Soho Hill to Mr Arthur Akam at a rental of £40 per annum for a period of three years, the tenant paying rates and being responsible for inside repairs.

 

The Town Clerk had been authorised by the Chairman of the General Committee in this case to enter into the necessary agreement in the matter.

 

344     RESOLVED:- That the General Committee be recommended to confirm the action of their Chairman in authorising the Town Clerk to enter into tenancy agreement.

 

Bank Committee: April 20th 1925

 

2044 The following report of the Finance Sub-Committee was received:

 

Tenancy of living accommodation, 4, Soho Hill, Hockley.

 

The Chairman of the General Committee has authorised the Town Clerk to enter into a Tenancy Agreement in respect of the  living accommodation at No 4, Soho Hill (Hockley Branch) the same having been let to Mr Arthur Akam at a rental of £40 per annum for a period of three years, the tenant being responsible for rates and inside repairs. The confirmation of your Committee is now asked to the preparation and sealing of the necessary document.

 

2046   RESOLVED:- That the action of the Chairman in authorising the Town Clerk to enter into the required agreement for tenancy of the dwelling accommodation of No 4, Soho Hill, Hockley, on the terms set out in the foregoing report be confirmed, and that the Corporate Seal be affixed to such document.

 

General Purposes Sub-Committee: May 11th 1925

 

734 In regard to the extension of the Hockley Branch, the Sub-Committee were informed that steps were being taken to complete the dwelling portion of the premises so that the tenant could have possession.

749 On Minute No 683 (Hockley Branch alterations) the Sub-Committee were informed that the hoarding had now been removed, and the work of enlarging the premises inside was now proceeding.

 

Bank Committee: October 19th 1925

 

On Minute No 2046 (Leasing of dwelling accommodation, No 4 Soho Hill, Hockley) the Town Clerk presented the following report:

 

September 9th 1925.

 

Minute No 2046.

 

As instructed by the above Minute I have completed the Lease to Mr Arthur Akam of the dwelling accommodation at 4, Soho Hill, Hockley. The Lease is for three years from the 1st September 1925 at the rent of £40 per annum, the lessee paying all outgoings and being responsible for interior repairs.

 

I ask that the Minute be discharged.

 

2144  RESOLVED:- That Minute No 2046 be discharged.

 

General Purposes Sub-Committee: December 14th 1925

 

On Minutes Nos 682/690/733 (extensions - Aston Branch) and Minutes Nos 683/691 (extension of Hockley Branch) the General Manager reported that the alterations at these branches had now been completed.

 

817     RESOLVED:- That Minutes Nos 682/690/733 and 683/691 be discharged.

 

The General Manager pointed out the lack of security at the Hockley Branch owing to the fact that the approach to the tenants' premises cuts in between the ground floor premises used by the Bank. He was of opinion that by a structural alteration this division could be divided, and asked that authority should be given to him to deal with the matter to effect the alterations in conjunction with the City Surveyor as early as possible.

 

HOCKLEY BRANCH - SECURITY OF PREMISES.

 

The premises at this Branch are not satisfactory from the point of view of security. The entrance to the tenants' quarters of No 2 Soho Hill is from the passage leading from the Main Road, and the staircase cuts right across the premises which are used by the Bank. The only security at present is a couple of wooden doors.

 

As the tenants have no room on the ground floor, it is suggested that the staircase, instead of winding round and coming into the passage, should be continued through the present mess room and to the rear of the property, so that the access to No 2 Soho Hill would be approximately similar to the access to No 4. It is therefore suggested that the General Manager should confer with the City Surveyor on the matter and provided the latter agrees that such alteration could be safely effected at little expense, then that the matter be left for the Chairman and General Manager to deal with.

 

Finance & General Purposes Sub-Committee: January 11th 1926

 

The General Manager presented the following report as to statements made by Mr J S Surman with reference to delay which had taken place in the payment of moneys due to him for work at Aston and Hockley, and as to a request made by him for increased payments over and above the amounts due under the Contracts:

 

Aston and Hockley Contracts

 

Mr J S Surman, Contractor, has seen the General Manager with reference to payment in respect of the above contracts. He states that he rendered his final account to Mr McMichael (Architect) in August last but up to the present has not been able to obtain settlement. In regard to Hockley, the final account as being sent in this weekend, having been delayed through a small alteration being required to a gulley. Roughly there is £160 on Aston contract and £190 on Hockley due to him.

 

Mr Surman finds that both jobs have come out very badly for him and that instead of obtaining a profit of roughly 10% on the jobs (which he contends is a reasonable profit) he will get nothing at all, and he appeals to the Committee to meet him in the matter. He complains that he has throughout had to incur considerable expense over and above what would normally have been the case, owing to the Architect insisting upon certain sub-contractors doing work, and such sub-contractors having let him down badly through not fulfilling their obligations within a reasonable time, and that this trouble coming at a time when he was financially embarrassed created an impossible situation with him.

 

Mr Surman further appeals to the Committee to hasten settlement of the accounts or, alternatively,  to pass forward sums on account so that Mr Lane (who is winding-up his affairs) can pay certain creditors who have been expecting payment for some months and are pressing him. If a sum of £200 was paid to Mr Lane promptly matters would be eased for the moment.

 

49        RESOLVED:- That the request of Mr Surman for increased payments over the amounts due under the Contracts in question be not acceded to: but that with reference to the complaints made as to the delay in making payments under the Contracts, the General Manager be directed to ask Mr McMichael to act more expeditiously in regard to issuing his certificates for work completed, and also in regard to other matters where delay has occurred under Bank Contracts supervised by him.

 

It is therefore suggested that the General Manager should confer with the City Surveyor on the matter and provided the latter agrees that such alteration could be safely effected at little expense, then that the matter be left for the Chairman and General Manager to deal with.

840 On Minutes Nos 744/763 the General Manager was directed to continue his efforts to secure suitable premises in Gooch Street and also in the Horse Fair.

 

829     RESOLVED:- That the General Manager be authorised to act on the lines above indicated.

 

General Purposes Sub-Committee: February 8th 1926

 

869 On Minute No 829 (Alterations at Hockley Branch) the Sub-Committee were informed that the alterations were being proceeded with, and it was hoped that the work outstanding would be completed at an early date.

 

General Purposes Sub-Committee: April 12th 1926

 

On Minute No 829 (Alterations - Hockley Branch), the General Manager reported that the structural alterations had now been completed.

 

934     RESOLVED:- That Minute No 829 be discharged.

5247   RESOLVED:- That the Chairman of the Finance Sub-Committee be authorised to accept a tender for the required decorations at the Hockley Branch flat.

On Minute No 5247, the General Manager reported that the tender of Mr Hanscomb for the required decorations at the Hockley Branch flat at the sum of £24.  10.  0. had been accepted, and it was:

Finance & General Purposes Sub-Committee: January 21st 1935

 

Letting of Flats at Branches.

 

The following arrangements have been made for the letting of flat accommodation at the under-mentioned branches, the tenant to be responsible for rates and internal repairs:

Letting of Flats.

 

Your Sub-Committee report that the following arrangements have been made for the letting of Bank Flats:

 

Flat at Hockley: Let to G W Coley on a weekly tenancy. Rent to be 23/- per week, payable in advance; landlord paying all outgoings.
