Bank Committee: May 18th 1925

 

2071 The following report of the General Purposes Sub-Committee was presented:

 

Erdington - Vacant Land

 

Your Sub-Committee report that after the erection of the Bank buildings at Erdington and the requirements of the Public Works Department for road widening there will be some spare land at the rear available. A proposal had been submitted by your Committee to the Public Works Department that this spare land should be utilised for the purpose of erection of two dwelling houses, but a communication has been received from the City Surveyor stating that the land is unsuitable for house building, and suggesting that as there is great need for public lavatories in the vicinity, the spare land should be utilised for this purpose.

 

Your Sub-Committee are strongly of opinion that it is undesirable to utilise the land in question for the erection of public lavatories, and recommend that a communication be sent to the Public Works and Town Planning Committee to this effect.

 

2074   RESOLVED:- That the Public Works and Town Planning Committee be informed that this Committee are strongly of opinion that it would be undesirable to utilise the spare land adjoining the new Bank premises at the corner of Wood End Lane and Gravelly Hill North, Erdington, for the erection of public lavatories.

 

General Purposes Sub-Committee: June 8th 1925

 

747 On Minute No 732 (question of frontage, Erdington Branch) the Sub-Committee were informed that the Public Works Department had stated that the building was being carried out in conformity with the prescribed building line, this being some distance behind the improvement line which was originally understood by the Committee to be the proposed line of the New Building.

 

Bank Committee: June 15th 1925

 

On Minute No 2074 the following communication from the Public Works and Town Planning Committee with reference to the proposal to construct a Public Convenience on vacant land adjoining the Bank at Erdington was received:

 

20528. The City Surveyor stated that this matter had been considered by the Works Sub-Committee who had instructed him to notify the Bank Department that the site referred to was well suited for a block of public conveniences, which were very badly required in this district, and that same could be erected in such a manner as to be in no way detrimental to the Bank premises.

 

2103   RESOLVED:- That the matter be referred to the General Purposes Sub-Committee to further consider the question, reporting their observations to this Committee in due course.

 

General Purposes Sub-Committee: July 13th 1925

 

On Minutes Nos 665 and 675 (Erdington Premises - utilisation of spare land) the City Surveyor appeared before the Sub-Committee and stated that very great necessity existed at this point for lavatory accommodation for both sexes and  he assured the Sub-Committee that the contemplated building would be entirely separated from the Bank premises, and would be a well designed structure. The Sub-Committee on the understanding that the Public Works Committee took over the land surplus to Bank requirements, concurred in the proposal for the erection of the suggested lavatories. In this connection the City Surveyor expressed the opinion that suitable arrangements might be made with regard to complying with the request of Mr Guest for the erection of a workshop.

 

The City Surveyor also agreed that he would recommend his Committee to approve facilities being afforded with the co-operation of other Departments for the establishment of a Branch of the Bank in Sutton Road, Erdington, on the site of the old Tramway Waiting Room, at present utilised by the Public Works Department for lavatories and by the Gas Department for a booster house, the proposal being that the front portion of the site could be utilised for a Branch of the Bank, and the existing lavatories and gas booster house should be accommodated at the rear.

 

The General Manager intimated that the Gas Department had been approached to ascertain if their requirements could be met by setting back the booster house in the manner indicated. The Gas Department realised that the site was an important one, and were prepared to meet the Bank on suitable terms being arranged, which would have to cover the cost of removing the mains etc further back, estimated at £300, and taking over the loan charges, which amount to £58 per annum.

 

769    RESOLVED:- That the General Committee be recommended to confirm the action taken in regard to the surplus land at Erdington Branch, and that the General Manager be authorised to approach the Gas and Public Works Departments with a view to arrangements being made whereby a Branch of the Bank could be established on the site fronting Sutton Road, Erdington, on the lines above referred to.

 

Bank Committee: July 20th 1925

 

2125a The following report of the General Purposes Sub-Committee was received:

 

Surplus land at Erdington.

 

With reference to the proposal of the Public Works Department to construct a public convenience on the vacant land adjacent to the Bank at Erdington, your Sub-Committee have had an opportunity of discussing the matter with the City Surveyor, who intimated that the proposed building was urgently required and would be a well designed structure entirely separate from the bank premises.

 

Your Sub-Committee have decided to agree to the proposal of the City Surveyor on the understanding that the Public Works Committee take over at the purchase price the land not required for the bank and the dwelling house requirements. The City Surveyor also agreed to recommend his Committee to approve facilities being afforded, with the co-operation of the Gas Department, for the Bank to establish a branch in Sutton Road, Erdington, on the site at present used by the Public Works and Gas Departments, the proposal being that the existing lavatories and Booster House should be accommodated at the rear.

 

2128   RESOLVED:- That the action of the General Purposes Sub-Committee in concurring in the proposal of the Public Works Department, to erect public lavatories on the surplus land at Erdington, on the understanding referred to in the foregoing report, be confirmed.

 

General Purposes Sub-Committee: October 12th 1925

 

On Minute No 769 (Site at Sutton Road, Erdington) the following report of the General Manager and a communication from the Tramways Committee were submitted:

 

Chester Road Premises

 

The Gas Department have submitted proposals for moving the machinery and pipes from their present position to a position at the rear of the vacant land behind the present building (originally used as a Tramway Waiting Room) which proposal would involve an expenditure of £2,000.

 

The proposal suggested carrying the pipes along the main road and up Douay Road to the rear of the land, but the General Manager pointed out that such a moving round of the pipes appeared to him to be totally unnecessary, and that much easier arrangements could be made by taking the pipes by the side of the present building.

 

The Distributing Engineer of the Gas Department agreed, and promised to see the City Surveyor thereon as the scheme involved a portion of the present lavatory accommodation, and also a small strip of land by the side which is not a present used, but which does not belong to the Corporation.

 

After seeing the City Surveyor, the Gas Department stated that the lavatories could not be dispensed with, and that it would be necessary to provide similar accommodation in any reconstruction of the premises.

 

The City Surveyor has expressed his opinion that in view of the cost involved, it would be desirable for the Bank Committee to look elsewhere for premises for their purpose.

 

The position at the moment is (1) that the Tramways Committee have agreed to transfer the land to the Bank Committee on the approval of the City Council. (2) The Gas Department originally agreed to move their mains back on the Bank Committee paying the cost which was estimated to be about £300. (3) The City Surveyor, when attending a meeting of the Bank Committee, expressed his willingness to arrange the lavatory accommodation.

 

Having regard to the cost of moving the mains, and the erection of a building for the machinery of the Gas Department, and the provision of new lavatories, it does appear to the General Manager that the using of this site will be an expensive matter, and as there are at present shops and houses at the corner of Chester Road now being put up, the Committee may well consider the alternative of securing one of these, and abandoning the Tramway Waiting Room proposal. Of the two alternatives, the General Manager favours the renting or purchase of one of the lock-up shops now being erected.

 

The City Surveyor also appeared before the Sub-Committee and expressed his views on the cost which would be entailed by the Bank in connection with the establishment of a branch on the site in question.

 

Resolution of the Tramways Committee:

 

July 23rd 1925

 

RESOLVED:- That the Bank Committee be informed that subject to the approval of the City Council, this Committee has no objection to the transfer to the Bank Committee on terms to be arranged, of the land near the tram terminus in Sutton Road, Erdington.

 

791    RESOLVED:- That no further action be taken with regard to the building in Sutton Road, Erdington, and that the General Manager be authorised to endeavour to secure one of the lock-up shops, now being erected at the corner of Chester Road.

 

The following report as to the termination of Mr Guest's tenancy of the Erdington property was presented:

 

Erdington Branch.

 

Mr Guest has now left the house which he occupied and arrangements have been made for pulling down the same and also the workshop adjoining.

 

He has requested that a payment should be made to him of £20 to £25 on his giving up any claim for the provision of a hut for the use of his son, who is an upholsterer.

 

The Bank have always adopted the attitude that the provision of a hut was not part of the arrangement which they made, and if any erection was made at their expense, Mr Guest would have to pay a suitable rental therefore. As, however, the question of getting possession of the house was most important to the progress of the building of the Bank, the Chairman expressed his willingness to pay half of a sum to Mr Guest, not exceeding £25, on the understanding that the hoarding rent, which Mr Guest has been drawing, should be deducted from the payment made.

 

801 RESOLVED:- That the arrangement referred to in the foregoing report for the payment, jointly with the Public Works Department, to Mr Guest of a sum not exceeding £25, on the understanding that the hoarding rent should be deducted from such payment, be confirmed.

Bank Committee: January 18th 1926

 

With regard to the first floor flat at the Erdington Branch, the General Manager stated that he was informed that Mr Haines, dentist, was desirous of taking this flat at a rental of £65 per annum, plus rates, and it was understood that references would be forthcoming which would be quite satisfactory. Mr Haines had asked that he might be allowed to enclose the verandah in order to make a workshop for his business, and to place an electric light over the front entrance to the flat.

 

2252  RESOLVED:- That subject to the references in this case being satisfactory to the Chairman, the first floor flat at the Erdington Branch be let to Mr Haines for a period of three years, or more if desired, at a rental of £65 per annum, plus rates, and that the Town Clerk be instructed to prepare the necessary Agreement in the matter, and if necessary, affix the Corporate Seal thereto; further that no objection be taken to the placing of an electric light over the front entrance to the flat, as suggested, and to the verandah being enclosed in a manner satisfactory to the City Surveyor as architect to the job.

 

Bank Committee: February 15th 1926

 

The General Manager stated that he had been approached on behalf of the Trustees of the Church House, Erdington, who were desirous of obtaining possession of the premises at present occupied by the Bank at the end of March Quarter.

 

2290   RESOLVED:- That the General Manager be authorised to intimate to the Trustees that endeavours will be made to complete the new Bank premises before the end of March so that their request may be complied with.

 

Bank Committee: March 15th 1926

 

2313 The following report of the Finance & House Purchase Sub-Committee was presented:

 

Leasing of First Floor Flat at Erdington.

 

The Bank Committee at their meeting on the 18th January last approved the arrangements for leasing the first floor flat at the Erdington Branch to Mr Haines (Dentist) for a period of three years or more at a rental of £65. 0. 0. per annum plus rates. In accordance, however, with the desire of Mr Haines to have a workshop constructed in the verandah, and other structural alterations carried out it has been agreed to revise the terms of tenancy as follows:

 

That the flat in question be leased to Mr Haines for a period of seven years at a rental of £80. 0. 0. per annum plus rates, with option to renew for a further period of seven years at a rental of £90. 0. 0. per annum plus rates.

 

Your Sub-Committee recommend that the instruction contained in Minute No 2252 be amended accordingly and that the Town Clerk be directed to enter into the necessary agreement, affixing the Corporate Seal thereto.

 

With reference to the paragraph in the foregoing report in regard to the Committee's lease to Mr Haines (Dentist) of the first floor flat at the Erdington Branch, the General Manager informed the Committee that land at the rear, approximately 30 square feet, would be fenced in, and the Committee decided that this land should be included in the lease to Mr Haines to be used as a garden.

 

The Committee was also informed that a small space would be available at the bottom of the staircase leading to the flats, and it was decided that the question of allocating the space in question should be referred to Mr Frank Wilde to make the necessary arrangements; also that the matter in question be dealt with by the Town Clerk in the leases.

 

Finance & General Purposes Sub-Committee: April 12th 1926

 

An application was considered from Mr Haines, lessee of the first floor flat at the Erdington Branch, to be allowed the option of obtaining a lease of the second floor flat at a rental of £50 per annum.

 

124     RESOLVED:- That the General Manager be directed to inform Mr Haines that arrangements have already been made with regard to the letting of the second floor flat, but should the tenancy be determined at any time the Bank will consider Mr Haines' application.

 

Finance & General Purposes Sub-Committee: July 12th 1926

 

The General Manager reported that arrangements had now been made for the leasing of the 2nd floor flat at the Erdington Branch premises to Mr Brockenshaw, (Bank Inspector) for a period of three years at a rental of £50 per annum, plus rates.

 

176    RESOLVED:- That the arrangements above referred to be approved, and that the General Committee be recommended to instruct the Town Clerk to prepare and seal any necessary documents.

 

Bank Committee: April 19th 1926

 

On Minutes Nos 2252 and 2314 (Lease of first floor flat - Erdington Branch) the Town Clerk presented the following report with reference to the completion of the lease to Mr Norman Haines:

 

Minutes Nos 2252 & 2314 - Municipal Bank Premises, Erdington.

Lease of First Floor Flat.

Mr Norman Haines.

 

As instructed by the above Minutes I have completed the Lease to Mr Norman Haines of the first floor flat at the Municipal Bank premises, Erdington, for a term of seven years at a rental of £80 per annum, plus rates, the lessee being responsible for interior repairs; the Lease confers an option on the lessee to renew the Lease for a further period of seven years at a rental of £90 per annum and rates.

 

I ask that these Minutes be discharged.

 

2325   RESOLVED:- That Minutes Nos 2252 and 2314 be discharged.
