General Purposes Sub-Committee: February 11th 1929

 

1355    On Minute No 1351 (Land in front of Heybarnes Branch) the General Manager reported that he had asked the City Surveyor to obtain estimates for fencing and for asphalting, and hoped to be able to report on the matter at the next meeting.

 

General Purposes Sub-Committee: March 11th 1929

 

On Minutes Nos 1351/1377 (Forecourts - Heybarnes Branch) the General Manager reported that the City Surveyor had submitted proposals for stone flagging part of the land in question, and alternative proposals for fencing the land. In view of the difficulties caused by the steep incline of the land, the Sub-Committee decided to visit the Branch before making their decision in regard thereto, and it was:

1373   RESOLVED:- That arrangements be made for members of the Sub-Committee to visit the site at 10:30am on Monday next, the 18th instant.

 

Bank Committee: March 18th 1929

 

Report of the General Purposes Sub-Committee:

 

Heybarnes Branch - Forecourts.

 

Your Sub-Committee have made arrangements to visit this site before the Meeting of your Committee, and hope to be in a position to report their recommendations as to the most suitable manner of dealing with the forecourts.

 

With reference to the paragraph  in the foregoing report relating to forecourts at the Heybarnes Branch, the Committee were informed that a visit had been paid to the Branch that morning by the General Purposes Sub-Committee in company with the City Surveyor and General Manager. After considering the suggestions of the City Surveyor on the matter the Sub-Committee were of the opinion that the best method of dealing with the land would be to enclose the land from the entrance to the edge of the footpaths in Hob Moor Road and Fosbrooke Road and to plant the area with shrubs, the remainder of the land to be asphalted.

 

3367    RESOLVED:- That the General Manager be instructed to make arrangements accordingly.

 

Finance Sub-Committee: June 17th 1929

 

Tenancy of Heybarnes Flat.

 

Arrangements have been made for the letting of the flat to Mr Gorge Edmund Baker for a period of three years from 24th June 1929 at a rental of £40 per annum, the tenant to be responsible for rates, taxes and interior repairs.

 

The Lease contains a covenant by the Tenant to use the demised premises as a dwellinghouse only and not for the purpose of trade, business or profession.

 

Finance Sub-Committee: March 14th 1932

 

The General Manager reported that Mr Baker, the tenant of the Heybarnes flat, had given a quarter's notice to quit the premises which he was desirous of vacating as soon as possible. It was therefore:

 

647      RESOLVED:- That the General Manager be instructed to obtain a suitable tenant on the understanding that if a new tenancy can be arranged before the end of the quarter, any balance of rent shall be refunded to Mr Baker.

Your Sub-Committee report that the following tender has been accepted for Painting at Heybarnes branch:

General Purposes Sub-Committee: April 11th 1932

 

On Minute No 1751 (proposed enlargement of Acocks Green branch) the Sub-Committee were informed that Councillor Hume and the General Manager had interviewed Mr Flavell (the tenant of the flat) with a view to arriving at a basis of settlement in respect of his temporary removal to premises at the Heybarnes Branch in order to facilitate the progress of the proposed alterations at Acocks Green. The following offer had been made to Mr Flavell:

 

1. To pay the cost of removal of furniture etc from Acocks Green branch to Heybarnes branch, and back again.

 

2. To release Mr Flavell from his obligation to pay rent in respect of the Acocks Green premises during his absence therefrom.

 

3. To allow Mr Flavell to reside at Heybarnes branch free of rent, rates etc.

 

4. To re-imburse him in respect of any reasonable expenditure incurred in providing curtains and floor coverings at Heybarnes branch.

 

5. On completion of alterations at Acocks Green to arrange for the long passage leading to Mr Flavell's apartments to be cleaned by the Bank cleaners three times per week without charge to Mr Flavell.

 

6. To instruct the Architect to make minor alterations to the kitchen and bedroom for the purpose of improving the Acocks Green premises from the tenant's point of view.

 

Mr Flavell has also been given the option of remaining at the Heybarnes flat at a rental of £45 per annum plus rates and cost of internal repairs but a letter had been received from the Gas Department saying they could not sanction such an arrangement.

 

Mr Flavell in addition to the above arrangement had asked for an allowance to be made in respect of the cost of lunches and travelling expenses for his son and himself during his occupation of the Heybarnes flat. Alternatively Mr Flavell had intimated that he was prepared to accept a lump sum of £79 in respect of removal and out-of-pocket expenses. The Sub-Committee were of opinion that the offer made on behalf of the Bank was most reasonable and equitable, and it was accordingly:

 

1759    RESOLVED:- That Mr Flavell be informed that the Bank are not prepared to grant any additional concessions to those already offered as outlined above, and in the event of this offer not being accepted the Bank Committee would consider deferring the proposed alterations at Acocks Green until the termination of Mr Flavell's lease, in which event they would not be inclined to grant him any extension.

 

Bank Committee: September 13th 1933

 

The General Manager reported that the Trussed Steel Concrete Co Ltd had offered to contribute the sum of £43. 10.  3d. towards the cost of the repairs at Heybarnes branch premises, such sum representing the actual amount they had received originally for their work. Alderman Barrow had considered the matter and authorised acceptance of the offer.
