Bank Committee: October 21st 1929

 

3519   The following report of the General Purposes Sub-Committee was presented:

 

Site at Cotteridge.

 

It has been brought to the knowledge of your Sub-Committee that there is a possibility of securing a site in Pershore Road, Cotteridge, at present owned by the Cotteridge Social Club. Mr Wilde was called in by the Club Committee to advise them and knowing that the Bank Committee were desirous of obtaining a site in this area, he suggested that an area might be sold at the price of £1 per square yard. The matter is being considered by the Club Committee, and the authority of your Committee is asked to the purchase being effected on the terms mentioned, if possible.

 

3527   RESOLVED:- That Mr Frank Wilde be instructed to negotiate for the purchase of the site in Pershore Road, Cotteridge, referred to in the foregoing report, from the Cotteridge Social Club at a price not exceeding £1 per square yard.

3602  The following report of the General Purposes Sub-Committee was presented:

 

Land in Pershore Road, Cotteridge.

 

As instructed by Minute No 3527 of your Committee, Mr Frank Wilde has continued his negotiations for the purchase of land occupied by the Cotteridge Social Club, with the result that arrangements have now been made to acquire a portion of the land at the price of 22.6d per square yard, it being understood that the Bank will only purchase an area sufficient to meet their requirements.

 

Your Sub-Committee recommend that the action taken in the matter be confirmed, and that subject to the confirmation of the City Council, the purchase of the required area of land at the price named be approved, and the Town Clerk instructed to prepare and seal any necessary document.

 

With reference to the foregoing report relating to land in Pershore Road, Cotteridge, the Committee were informed that the Chairman and General Manager had visited the site and had arranged with the Vendors to acquire an area of approximately 600 square yards, with a frontage to Pershore Road of about 54 feet, at the agreed price of 22/6d per square yard.

 

3603   RESOLVED:- That the action taken in completing negotiations for the purchase of land in Pershore Road, Cotteridge be confirmed; and that subject to the approval of the City Council, an area of approximately 600 square yards of land occupied by the Cotteridge Social Club be acquired at the price of 22/6d. per square yard; also that the Town Clerk be instructed to prepare and affix the Corporate Seal to any necessary document.

LAND AT COTTERIDGE

 

Your Committee have been in negotiation for the purchase of a plot of land fronting to Pershore Road, and adjoining the premises used by the Cotteridge Social Club, and have agreed, subject to the sanction of the Council, to the purchase of approximately 600 square yards at the price of 22s. 6d. per yard.

 

The land is conveniently situated for the purposes of the Bank, and the purchase will enable your Committee to provide banking facilities in the Cotteridge area which they have been anxious to arrange for some time.

 

They accordingly ask for approval to be given to the purchase, and to the acceptance of a tender for the erection of a suitable Branch Bank with dwelling accommodation upon the site, the whole of the cost to be defrayed out of the funds of the Bank.

 

It was moved by Alderman Sir Percival Bower, and seconded.

That the proposal to purchase approximately 600 square yards of land fronting Pershore Road, Cotteridge, at the price of 22s. 6d. per square yard, be, and is hereby, approved, the cost of the purchase to be defrayed out of the funds of the Bank, and that the Committee be, and are hereby, authorised to accept a tender for the erection of branch bank premises thereon.

 

It was moved by Mr Councillor Sawyer, seconded by Mr Councillor Alderson,

That the subject matter of the motion be referred back and the Committee instructed to ascertain if a cheaper site is available.

 

The amendment was put and negatived.

 

Resolved:

29,432. That the proposal to purchase approximately 600 square yards of land fronting Pershore Road, Cotteridge, at the price of 22s. 6d. per square yard, be, and is hereby, approved, the cost of the purchase to be defrayed out of the funds of the Bank, and that the Committee be, and are hereby, authorised to accept a tender for the erection of branch bank premises thereon.

 

General Purposes Sub-Committee: February 10th 1934

 

The Sub-Committee considered the question of appointing an architect for the erection of buildings on the land acquired at Pershore Road, Cotteridge, and it was :

 

1500   RESOLVED:- That Mr Norman Twist be appointed and asked to submit his proposals for the erection of premises.

 

General Purposes Sub-Committee: March 10th 1930

 

On Minute No 1500 (Site in Pershore Road, Cotteridge), the Sub-Committee were informed that the Town Clerk on examination of Title had found evidence that a strip of land on the western side of the site, having an area of 64 sq. yards, belonging to the London Midland and Scottish Railway Company and not to the Cotteridge Social Club as was originally understood by Mr Wilde, who had informed the Club of the position. The Club expressed their regret at the misunderstanding but were not prepared to accept the reduced price per yard for the land. The Sub-Committee did not consider it desirable to approach the Railway Company with a view to purchasing from them the strip of land in question, and after consideration it was:

 

1509   RESOLVED:- That the General Committee be recommended to agree to the reduced area of land being purchased at the price of 22/6d per square yard, and to inform the City Council at their next Report of the changed circumstances.

 

General Purposes Sub-Committee: April 14th 1930

 

1529   The General Manager informed the Sub-Committee that the Electric Supply Department had now intimated that they would not require any portion of the Cotteridge site, having decided to utilise certain land for their purposes adjacent to the Sub-Station building at King's Norton.

 

Report to the City Council: June 3rd 1930

 

LAND AT COTTERIDGE.

 

On the 14th January, 1930, the Council sanctioned the purchase by the Bank of 600 square yards of land fronting to Pershore Road. Upon examination of the deeds by  the Town Clerk, however, it was discovered that a strip of land consisting of 86 square yards did not belong to the vendors - the Cotteridge Social Club - but belonged to the London, Midland and Scottish Railway. Consequently it became necessary to vary the Minute of the Council relating to the purchase by substituting the actual area of 514 square yards for the 600 square yards previously sanctioned. The purchase price has been correspondingly reduced at the rate per square of the original purchase, viz, 22s. 6d. per square yard.

 

The reduced area is ample for the Bank's requirements, but will not allow for the erection of another building which was originally intended.

 

It was moved by Sir Percival Bower, seconded and:

Resolved: 29,717. That the area of land fronting Pershore Road, Cotteridge, authorised to be purchased by Council Minute No 29,432, be, and it is hereby, reduced to 514 square yards, and the Council Minute read accordingly.

 

General Purposes Sub-Committee: July 14th 1930

 

1560   On Minutes Nos 1500 and 1509, the General Manager submitted a sketch plan prepared by Mr W N Twist Architect for the erection of premises on the site in Pershore Road, Cotteridge at an estimated cost of £2,700. Subject to provision being made for larger strong room accommodation and a rearrangement of the emergency staircase to the flat to be at the rear of the premises, the scheme was approved; and the General Manager authorised to obtain a revised plan for submission to the General Committee.

 

The General Manager reported that the Cotteridge Social Club had enquired whether the Bank desired to acquire an additional strip of land at Cotteridge.

 

1566   RESOLVED:- That the Club be informed that no further land will be required.

 

Report by the Town Clerk: August 26th 1930

 

I have to report that I have completed the purchase from the Trustees of the Cotteridge Social Working Mens' Club and Institute, of land at Pershore Road, Kings Norton, containing 511 square yards or thereabouts for the sum of £574. 17. 6.

 

General Purposes Sub-Committee: October 13th 1930

 

On Minutes Nos 1500, 1509 and 1560 (site in Pershore Road, Cotteridge) the General Manager reported that the Chairman of the General Committee with the Chairman of the Sub-Committee and himself had considered tenders for the erection of Bank premises on this site and the lowest tender, namely, that of Messrs Elvins and Sons, at the sum of £2,670 had been accepted, the Town Clerk being instructed to prepare and seal the necessary contract.

 

1 583  RESOLVED:- That the General Committee be recommended to confirm the action taken in accepting the tender.
