Bank Committee: October 25th 1920

 

636 The following Report of the Finance & General Purposes Sub-Committee was presented:

 

Repairs to Branch Bank Premises.

 

In view of the urgent repairs required to Branch Bank premises at Great Lister Street and Dudley Road, the following tenders have been accepted for the carrying out of the work in accordance with Specifications prepared by Mr Wilde:

Mr J T Harris

£110. 0. 0.

 

The tender of Mr J T Harris is subject to any rise that may take place in the cost of materials or rates of wages during the carrying out of the work.

 

Your Sub-Committee ask that the action taken in the matter be confirmed.

 

637 RESOLVED:- That the acceptance of Tenders for the carrying out of the necessary repairs to Branches in Great Lister Street and Dudley Road referred to in the foregoing Report, be confirmed.

 

636 The following Report of the Finance & General Purposes Sub-Committee was presented:

 

Saltley, Duddeston and Hay Mills Branches.

 

Arrangements have been made for opening Saltley and Duddeston Branches as daily Branches on the 1st November next.

 

The Hay Mills Branch opened daily as and from the 22nd inst.

 

Finance & General Purposes Sub-Committee: November 19th 1920

 

On Minute No 319, the Manager reported that the Tender of Mr J T Harris at the sum of £75. 7. 0. had been accepted for carrying out the required repairs to the Great Lister Street premises.

 

344     RESOLVED:- That the General Committee be recommended to confirm the action taken in the matter.

 

On Minute No 324, the Manager reported that Mr Jordan had now been given notice to terminate his tenancy and had been offered alternative accommodation at 118 Great Lister Street. An intimation had been received from Mr Jordan that such alternative accommodation would not be satisfactory to him and he was not prepared to vacate the Ladywood premises.

 

346    RESOLVED:- That the General Committee be recommended to instruct the Town Clerk to take proceedings against Mr Jordan for recovery of possession of 299, Monument Road.

 

The Manager presented the following report:

 

Tenancy of 117 Great Lister Street.

 

On the instructions of the Chairman of this Committee the rental of these premises has been fixed at 8/-d per week plus a proportion of rates.

 

348     RESOLVED:- That the terms arranged for the rental of 157 Dudley Road and 117 Great Lister Street be confirmed.

 

Bank Committee: November 22nd 1920

 

673 The following Report of the Finance & General Purposes Sub-Committee was presented:

 

Great Lister Street premises.

 

As these premises are in urgent need of outside repair the Chairman of your Sub-Committee and the Manager have accepted the Tender of Mr J T Harris at the sum of £75-7-0 for the carrying out of the necessary work, and your Sub-Committee now ask that the action taken in the matter be confirmed.

 

157, Dudley Road, and 117 Great Lister Street. - Tenancies.

 

The rentals of the dwelling accommodation of the above premises have now been fixed at 8/- per week in each case, plus proportion of rates.

 

Finance & General Purposes Sub-Committee: December 13th 1920

 

On Minute No 354 the Manager presented the following Report:

 

HEATING & LIGHTING OF BRANCHES.

 

This matter has been carefully looked into by the Chairman, Councillors Gelling and Ward, who have visited the various branches. The position is summarised below with the recommendations:

 

Duddeston.

 

The heating by gas radiator is satisfactory, but to indicate that the premises are open a vestibule should be arranged at a cost of approximately £21.

 

From the foregoing it will be seen that the general conclusions arrived at are:

1. That electric heating is not a satisfactory method, having regard to the nature of the business.

2. That it is necessary to give the impression that the Bank is open during business hours, and to do this the outer door should be opened and vestibules arranged.

3. That where the premises are only in the nature of temporary premises or are otherwise fairly satisfactorily heated, additional warmth should be procured by oil stoves.

 

A statement was submitted showing the comparative costs of electric lighting and heating and gas, and while it was found that during the Christmas and Lady Day quarters last year the electric lighting and heating cost £26 at Sparkbrook and £21 at Lozells, gas lighting and heating at Duddeston and Saltley combined only worked out at £3. 14. 0d. The hours of business at these branches during the periods taken were the same.

 

The electric wires and fittings are on the hire purchase system, the installation becoming the property of the Bank at the expiration of 3 years.

 

The electric radiators are on the permanent hire system, and the agreements are for 3 years. It is recommended that the Electric Supply Department be asked to content to the cancellation of the agreements in the cases where it is advisable to substitute gas heating.

 

The gas radiators (except in the cases of Aston Cross and Bearwood) are on the permanent hire system and the agreement are for 2 years. It is recommended that Gas Department be asked to consent to the cancellation of the agreements in the cases now on the permanent hire system, and to substitute fresh agreements on the hire purchase system.

 

367    RESOLVED:- That the Report be approved and the General Committee recommended to adopt the recommendations therein contained.

 

Finance & General Purposes Sub-Committee: December 12th 1921

 

On Minute No 519 (Duddeston and Ladywood Premises) the Manager reported as follows:

 

Duddeston and Ladywood Premises.

 

Councillors Gelling and Higgins with the Manager recently visited these premises, and found that several parts of the ceiling were showing signs of giving way. They are of opinion that further expenditure on temporary repairs would not be justified, and that the question of making the premises suitable for a permanent Branch should be gone into by the Architect, including a satisfactory dealing with the ceilings. The Members of the Committee were informed by the Clerk in charge of the [Duddeston] Branch that the accommodation was not adequate for the work, and the book-keeping has to be done on the open counter, which is a very objectionable method. As the premises are constituted there is no accommodation to put desks behind. The Members of the Committee and the Manager are also of the opinion that the evidence of the public house should be taken away, and that the Architect should submit complete proposals for dealing with these premises in a satisfactory manner.

 

As regards Ladywood, the Manager reports that there has recently been a fire in the living accommodation behind 299 Monument Road during the absence of the tenant. The necessary steps have been taken with the Insurance Co, with a view to having the damage made good. Having regard to the instructions given in Minute 519 for the Architect to report upon Ladywood premises, the Manager advises the position is being looked at from the view of a permanent Bank rather than spending much money on temporary alterations. There is a possibility that the tenant of the butcher's shop next door will surrender his tenancy, in which case the property could be dealt with satisfactorily.

 

551 RESOLVED:- That the Manager be instructed to obtain Mr McMichael's proposals for effecting alterations to the Duddeston and Ladywood premises on the lines indicated in the Manager's report, and to submit full particulars to the next meeting of this Sub-Committee.

 

Finance Sub-Committee: January 16th 1922

 

Repayment of Purchase Money to Housing and Estates Committee.

 

It will be remembered that in the early stages of the Bank the necessary money required to purchase premises for the purpose of Branch Banks was found by the Housing and Estates Committee on behalf of the Bank, it being understood that when the Bank was in a position to repay the amount thus found steps would be taken to meet this liability. Interest is being charged on the amount outstanding at 6%. The Bank have already repaid the sum of £1,818 in respect of the purchase of premises at Sparkbrook, but there remains a sum of £6,634. 13. 7d. owing to the Housing and Estates Committee for other purchases at Aston, Kings Heath, Duddeston, Ladywood and Rotton Park.

 

Your Sub-Committee have carefully considered this matter, and they recommend that the amount at present owing to the Housing and Estates Committee should be repaid, and that the Committee's thanks be conveyed to them for their assistance in the matter.

 

Bank Committee: January 16th 1922

 

1036 RESOLVED:- That payment be made to the Housing and Estates Committee of the sum due to them in respect of the acquisition of Branch Bank premises amounting to £6,634. 13. 7d and that the best thanks of this Committee be conveyed to them for their assistance in the matter.

 

General Purposes Sub-Committee: February 13th 1922

 

The Manager reported that Mrs Machin (Tenant of 118, Great Lister Street) was desirous of exchanging dwelling accommodation with another party.

 

49       RESOLVED:- That the Manager be authorised to inform Mrs Machin that should she decide to leave the premises, vacant possession must be given.

 

General Purposes Sub-Committee: March 13th 1922

 

On Minute No 9, the Manager reported that certain urgent repairs had been carried out to the ceiling at 117, Great Lister Street at an approximate cost of £20, and to the roof of 299, Monument Road at an approximate cost of £15.

 

66        RESOLVED:- That the action of the Manager in the matter be approved.

 

General Purposes Sub-Committee: May 8th 1922

 

On Minute No 9, Mr McMichael attended before the Sub-Committee and submitted a plan of the proposed alterations at the Duddeston premises.

 

98        RESOLVED:- That the plan submitted be approved, and the Manager instructed to obtain tenders for carrying out the alterations in accordance therewith, and submit the same to this Sub-Committee in due course.

 

General Purposes Sub-Committee: June 12th 1922

 

On Minute No 99 (Alterations, Duddeston Premises) it was:

 

109     RESOLVED:- That the General Committee be recommended to authorise the Chairman of the General Committee, and the Manager to accept the most suitable tender for the carrying out of the required alterations to the Duddeston Premises, reporting their action in due course.

 

Bank Committee: June 19th 1922

 

The following report of the General Purposes Sub-Committee was presented:

 

Alterations at Duddeston Premises.

 

Your Sub-Committee report that certain alterations are urgently needed at No 117, Gt Lister Street (Duddeston Branch). It is therefore recommended that the Manager be instructed to obtain tenders for the carrying out of the necessary work, and that the Chairman of your Committee, the Chairman of this Sub-Committee and the Manager be empowered to accept the most suitable tender; also that the Town Clerk be authorised on the acceptance of such tender to prepare and affix the Corporate Seal to a contract if necessary.

 

1166 RESOLVED:- That the Manager be instructed to obtain tenders for the carrying out of the necessary alterations at the Duddeston Branch and that the Chairman, the Chairman of the General Purposes Sub-Committee, and the Manager be empowered to accept the most suitable tender; also that the Town Clerk be authorised, on the acceptance of such tender, to prepare and affix the Corporate Seal to a Contract, if necessary.

124     RESOLVED:- That the tender of Messrs Surman & Son at the sum of £1115 for the carrying out of the required alterations at the Duddeston premises (Gt. Lister Street) in accordance with the plan submitted be accepted, and that the Town Clerk be instructed to prepare and affix the Corporate Seal to the necessary contract, as empowered by Minute No 1166 of the Bank Committee.

 

124a   RESOLVED:- That the Chairman and Manager be authorised to make such arrangements with the tenants as may be necessary to give effect to the alterations.

 

Bank Committee: July 17th 1922

 

Report of the General Purposes Sub-Committee:

 

Duddeston Premises.

 

Your Sub-Committee report that as authorised by Minute No 1166 of your Committee, tenders were obtained for the carrying out of the required alterations, and that of Messrs Surman & Sons, the lowest tender, was accepted at £1,115.

 

General Purposes Sub-Committee: September 5th 1922

 

In connection with the alterations being carried out at the Duddeston and Aston Branches, the Manager reported that it had been necessary to obtain temporary premises during the progress of the work. In the case of Duddeston, suitable premises in the immediate vicinity had been secured at a maximum rent of 32/6 a week inclusive, but for a portion of the time the rent would only be 27/6.

 

With reference to Aston, more difficulty had been experienced in obtaining premises, and in this case the rent would be £3 a week.

 

144    RESOLVED:- That the action of the Manager in obtaining temporary premises at Aston and Duddeston at the rentals named during the progress of the alterations, be confirmed.
