General Purposes Sub-Committee: October 8th 1928

 

The following report of the General Manager with regard to the mess room and other accommodation at the Aston Branch was submitted:

 

ASTON BRANCH

 

Some eighteen months ago the Manager of this Bank was away suffering from diphtheria. It was never ascertained from where he contracted his illness, but investigations were made as regards the drains at the rear of the Aston Branch premises. At that time there appeared to be no defects, but foul smells have been complained of on several occasions, which it was thought to be due to the very small lavatory accommodation provided.

 

In August of this year a youth named Willingham, attached to the staff at this Branch, was away from duty as a suspected case of diphtheria, but from examinations of his throat he was found to be clear of diphtheria himself, although his swab indicated that he was a germ carrier.

 

I have for some time been concerned with the cramped condition of the mess room and lavatory accommodation attached to this Branch, which are totally inadequate, and have drawn attention to the atmosphere on several occasions when visiting the Branch.

 

With a view to improving matters I asked Mr Stewart Evans, Architect, to inspect the premises and give me his opinion as to how we could provide more reasonable accommodation for the staff to take their meals, and also to reduce the risk of trouble from the drainage, and he has prepared two schemes in this matter. One scheme provides for the building of a w.c. out in the yard away from the mess room and enlarging the mess room by bringing in the present lavatory accommodation. The cost of this scheme works out at £110. An alternative scheme, which I suggested as a method of giving better facilities for the tenant as well as satisfying the needs of the Bank, provides for the transfer of the bath and lavatory basin from the front of the building to the bedroom above the kitchen, and the fixing of a w.c. in the same room. This would free the outside w.c. (which is already in existence and quite satisfactory) for the use of Bank staff. The lowest tender for this work comes out at £113. 10. 7d.

 

Having regard to the small difference in cost of the two schemes, I think it would be desirable to take the alternative scheme, and I recommend the Committee accordingly.

 

1319  RESOLVED:- That the foregoing report be approved; and that the General Committee be recommended to confirm the action taken in the matter, and to accept the tender of Messrs Lewis Price Ltd at the sum of £113. 10. 7 for the carrying out of the work.

Report of the General Purposes Sub-Committee:

 

Alterations at Aston Branch.

 

With a view to improving the accommodation provided as a messroom, and removing the WC further away from the premises, Mr Evans, Architect, was asked to prepare a suitable scheme, and the same has now been submitted and adopted.

 

The foul smells which from time to time are very noticeable at this Branch, have caused much anxiety. The Manager of the Branch was away from duty some eighteen months ago, suffering from diphtheria, and although no defect in the drainage system could be discovered at the time of the investigations, there was a suspicion that he might have contracted the illness from that source. A second case has recently occurred of suspected diphtheria, but after examination the young clerk was found to be clear of diphtheria himself, although a swab taken from his throat indicated that he was a germ carrier.

 

The alterations which the Committee consider most suitable will involve taking away the WC accommodation from the actual Bank premises, and utilising the existing lavatory in the yard which has hitherto been used by the tenant. The bathroom of the tenant will be re-arranged so as to include WC accommodation.

 

Tenders have been invited for this work, and it is recommended that the lowest tender, viz, that of Messrs Lewis Price Limited, amounting to £113. 10. 7d be accepted.

 

3199   RESOLVED:- That the action of the General Purposes Sub-Committee in approving the Scheme for alterations at the Aston Branch, as indicated in the foregoing Report, be confirmed; that the tender of Messrs Lewis Price Ltd at the sum of £113. 10. 7d be accepted for the carrying out of the work; and that the Town Clerk be authorised, if necessary, to prepare and affix the Corporate Seal to any necessary Contract.

On Minute No 3199, the Town Clerk presented the following Report with reference to alterations at the Aston Branch:

Referring to the above Minute, I beg to report that I have conferred with your General Manager as to the necessity of a Contract under the Corporate Seal in respect of the alterations to this Branch at present being executed by Lewis Price Ltd. The sum involved is below £250 and as I understand that  no circumstance exists which necessitates a departure from the usual practice not to enter into contracts under the Corporate Seal in matters below the limit referred to, I suggest that no contract under the Corporate Seal be entered into.

 

3256   RESOLVED:- That Minute No 3199 be discharged.

 

Bank Committee: November 25th 1929

 

3572 The following report of the General Purposes Sub-Committee was submitted:

 

Aston Branch.

 

Your Sub-Committee have visited this branch with a view to determining what should be done to ease the present cramped conditions under which the work is now carried on behind the counter, and they are of opinion that if the present domestic accommodation at the rear is brought into the banking office and the necessary domestic arrangements made in the yard at the rear, much relief will be afforded.

 

It is, therefore, recommended that the necessary alteration to the Aston premises, as indicated, be agreed to and your Sub-Committee authorised to deal with the matter.

 

3576   RESOLVED:- That the proposals contained in the foregoing report for the alterations to the Aston Branch premises be approved, and that the General Manager be authorised to request Mr Evans, Architect, to submit a scheme and plans for the consideration of the General Purposes Sub-Committee.

 

General Purposes Sub-Committee: December 9th 1929

 

On Minute No 1462 (proposed alterations at the Aston Branch), Mr Stewart Evans, Architect, attended before the Sub-Committee and submitted alternative schemes for carrying out the alterations at these premises, at an estimated cost respectively of £950, and £1,150.

 

1465   RESOLVED:- That the scheme and plans submitted by Mr Stewart Evans for carrying out alterations at the Aston Branch premises at an estimated cost of £1,150 be approved, and that the General Manager, in consultation with the Architect, be instructed to obtain tenders from selected contractors for the carrying out of the work.

 

General Purposes Sub-Committee: December 16th 1929

 

Alterations to the Aston Branch.

 

Your Sub-Committee have considered plans submitted by Mr Stewart Evans, Architect, for the alteration and enlargement of the Aston Branch, and have approved a scheme at an estimated cost of £1,150. The General Manager, in consultation with the Architect, has been instructed to obtain tenders from selected contractors for carrying out the work.

The tenders in question had been considered be the Chairman of the General Committee, who recommended that the tender of Mr E M Squire at the sum of £1,450 be accepted.

3668 The following report of the General Purposes Sub-Committee was presented:

 

Alterations - Aston Branch Premises.

 

Tenders have been received and considered for the extension of this Branch, and your Sub-Committee recommend that the tender of Mr E M Squire amounting to £1,450 be accepted, and that the Town Clerk be instructed to prepare the necessary contract, affixing the Corporate Seal thereto.

 

Aston Branch Premises - Counters, etc.

 

Your Sub-Committee have accepted the tender of Mr R Hunt at the sum of £230 for the reconstruction of counters, vestibule, etc and extensions thereto, in connection with the structural alterations about to take place at the above Branch.

 

3670   RESOLVED:- That the tender of Mr E M Squire at the sum of £1,450 for the required alterations at the Aston Branch premises, be accepted; and that the Town Clerk be instructed to prepare the necessary Contract, affixing the Corporate Seal thereto.

 

Finance Sub-Committee: March 10th 1930

 

Tenders were considered for the provision of electric lighting at Aston premises, and it was:

Finance Sub-Committee: June 2nd 1930

 

The General Manager reported that in connection with the alterations being carried out at the Aston and Stirchley Branches it was necessary to change the position of the counters and to make provision for lengthening the same.

 

450    RESOLVED:- That the General Manager be instructed to arrange for the provision of a new counter at the Aston Branch and to utilise the material of the old counter for extending the counter at the Stirchley Branch.

 

Bank Committee: January 19th 1931

 

The following report of the Finance Sub-Committee was presented:

 

Letting of Flat at the Aston Branch.

 

Arrangements have been made for the letting of the flat at the Aston Branch to Mr David Sterry for a period of three years at a rental of £30 per annum, the tenant to be responsible for rates and internal repairs.

 

3959   RESOLVED:- That the arrangement made for the letting of the flat at the Aston Branch to Mr David Sterry for a period of three years at a rental of £30 per annum, the tenant to be responsible for rates and internal repairs, be approved; and that the Town Clerk be instructed to prepare and affix the Corporate Seal to any necessary documents.

 

Finance Sub-Committee: February 10th 1931

 

The Sub-Committee were informed that an estimate had been received from Mr Richard Hunt at the sum of £230 for reconstruction of Counters, vestibule etc at the Aston Branch premises. The Architect, Mr Stewart Evans, who had been consulted, was of opinion that the estimate was reasonable, and it was:

On Minute No 3959 (Flat at Aston Branch), the following report of the Town Clerk as to the completion of the agreement with Mr D Sterry was received:

I have to report that in accordance with the above Minute I have completed an Agreement with Mr David Sterry for the tenancy of the above flat for three years from the 29th September 1930 at the rent of £30 per annum.

General Purposes Sub-Committee: July 13th 1931

 

On Minute No 1189 (site near Aston Station) the General Manager reported that Mr Frank Wilde had made enquiries regarding certain property at and behind No 241 Lichfield Road which was not however considered suitable for Bank requirements; also in respect of a shop and house No 269 Lichfield Road, which had an unexpired lease of 52 years, subject to a ground rent of £1. 10. 0 per annum, for which the sum of £1,000 was being asked. The Sub-Committee were of opinion that the accommodation in itself would not be sufficient to meet the requirements of a Branch Bank, but directed that Mr Frank Wilde should be authorised to ascertain whether it would be possible to acquire the adjoining property and also whether the freehold could be acquired; and that the General Manager report thereon in due course.
