Bank Committee: July 7th 1924

 

The General Manager presented the following report with reference to property at the corner of Wood End Lane and Gravelly Hill North, Erdington:

 

Erdington Site.

 

Mr Guest, the tenant of the house and grounds has been receiving £50 per annum rent in respect of the posting station, and claims one year’s rent as compensation on giving possession of the grounds to enable building operations to take place.

 

In order to save further delay in this matter, the Chairmen of the Public Works and Town Planning Committee and the Bank Committee have agreed to make a payment of £50 to Mr Guest on his giving possession of the grounds, the amount to be defrayed by the two Committees.

 

The Committee is asked to confirm this arrangement.

 

1809  RESOLVED: That the action of the Chairman, in conjunction with the Chairman of the Public Works and Town Planning Committee, in agreeing to the payment to Mr Guest, the tenant of the property at the corner of Wood End Lane and Gravelly Hill North, Erdington, of the sum of £50 as compensation for loss of rent in respect of the land which has been utilised as a posting station, this amount to be equally divided between the two Committees, be confirmed.

 

General Purposes Sub-Committee: July 14th 1924

 

On Minute No 552 (Property at Erdington) the Sub-Committee were informed that arrangements had been made for the sum of £50 to be paid to Mr Guest, the tenant at the Erdington premises, as compensation for loss of rent which he had been receiving in respect of the posting station, the sum referred to be divided equally between the Public Works and Town Planning Committee and the Bank Committee.

 

566    RESOLVED:- That the payment referred to be confirmed.

 

The General Manager stated that it would be necessary to retain possession of the existing premises at the Church House, Erdington, used for the Bank, until the new premises at the corner of Wood End Lane and Gravelly Hill are available. The Church House Authorities were agreeable to an extension of the tenancy being granted to the Bank. It was accordingly:

 

572     RESOLVED:- That the tenancy of the premises occupied by the Bank at the Church House, Erdington, be renewed for twelve months, and that the Town Clerk be authorised to enter into an Agreement, if necessary.

 

573 The General Manager stated that his attention had been called to premises at Stockland Green, but he advised the Committee to defer dealing with the question of a Bank in this area until further enquiries had been made in this and other neighbouring districts.

 

Bank Committee: July 25th 1924

 

The City Surveyor attended the meeting and submitted a plan which he had prepared for a proposed building for the Bank purposes on the site at the corner of Wood End Lane and Gravelly Hill, Erdington.

 

1837   RESOLVED: That the plan be approved and the General Manager be authorised to advertise for tenders for the carrying out of the work.

 

The following report of the General Purposes Sub-Committee was presented:

 

Premises – Church House, Erdington.

 

Your Sub-Committee report that until the new premises at the corner of Gravelly Hill and Wood End Lane are available for the requirements of the Bank, it will be necessary to retain possession of the premises at present in use at Church House, Erdington. The Church House authorities are agreeable to an extension of the tenancy being granted to the Bank and your Sub-Committee have, therefore, directed that arrangements be made for the tenancy to be renewed for a further period of twelve months.

 

1831   RESOLVED: That the report of the General Purposes Sub-Committee be confirmed.

 

General Purposes Sub-Committee: October 14th 1924

 

On Minute No 552 (Property at Erdington), the Sub-Committee were informed that the General Committee at their meeting on the 25th July had approved a plan for the proposed building on the site at the corner of Wood End Road and Gravelly Hill, Erdington. Tenders, however, had not yet been advertised for, as the Public Works Department were not ready with the necessary quantities.

 

585     RESOLVED:- That the General Manager be instructed to send a suitable communication to the City Surveyor, intimating the desirability  that this work should be proceeded with without further delay, and pointing out that no action appears to have been taken since the July meeting of the Bank Committee.

 

On Minute No 572, the General Manager reported that arrangements had been made to renew the tenancy of the premises occupied by the Bank at the Church House, Erdington.

 

593     RESOLVED:- That Minute No 572 be discharged.

 

General Manager's Report:

 

Erdington Property.

 

The plan for a Bank with two flats was approved at the last meeting of the full Committee. Tenders have not yet been advertised for, as the Public Works Department are not ready.

 

The General Manager presented the following Report with reference to various properties to which his attention had been drawn and his actions in regard thereto.

 

Site, Nocks Tip, Holly Lane, Erdington.

Offered to the Bank by the Estates Department, but being unsuitable turned down.

 

Property Stockland Green.

No 515 Slade Road has been enquired after. These houses are being converted into shops and offered at £91 per annum plus rates.

 

The shops at the corner of Marsh Lane are offered at £1,200 each with a Ground rent of £10 per annum.

 

595     RESOLVED:- That the action of the General Manager be confirmed and that he be authorised to continue negotiations in regard to property No 127, Holyhead Road.

 

Bank Committee: November 17th 1924

 

The General Manager reported that he had arranged for the Tenders for the proposed buildings at Spring Hill and Erdington to be received by the 22nd instant.

 

1906  RESOLVED:- That the meeting of this Committee be held on Monday, November 24th at 11:30am to deal with the above questions and other matters outstanding.

1919   RESOLVED:- That, subject to the confirmation of the City Council, the tender of Messrs J T Harris Ltd at the sum of £7,580 for the construction of new Bank premises at the corner of Wood End Lane and Gravelly Hill North, Erdington, be accepted, and that the Town Clerk be instructed to prepare and affix the Corporate Seal to the necessary Contract.

 

Report of the Bank Committee to the City Council: December 2nd 1924

 

CONSTRUCTION OF NEW BANK PREMISES AT ERDINGTON.

 

The Bank Committee, with the consent of the Council obtained in April last, recently took over from the Public Works and Town Planning Committee certain land and buildings at the corner of Wood End Lane and Gravelly Hill North, Erdington, with the object of demolishing the existing buildings, enabling street improvements to be effected, and erecting a Branch Bank to take the place of the present temporary Bank, which is accommodated at the Church House, Erdington.

 

It is now proposed to proceed with the construction of the required Branch Bank, together with dwelling accommodation, possession of the existing buildings having been obtained. The site is an important one, being at the junction of several thoroughfares, and your Committee consider that the position justifies a prominent and substantial building being erected.

 

Tenders have been received and considered for the erection of suitable Bank premises and dwelling accommodation, and your Committee have provisionally accepted the tender of Messrs J T Harris, Ltd, at the sum of £7,580 for carrying out the work, the sum in question to be defrayed out of the funds of the Bank. They now ask the City Council, in accordance with No 10 of the Bank Rules, to approve of their action.

 

A plan and elevation of the proposed building will be exhibited in the ante-room to the Council Chambers at the Meeting.

 

It was moved by Mr Councillor Appleby, and seconded by Mr Councillor Salt,

That the proposal of the Bank Committee to erect a Branch Bank, together with dwelling accommodation, at the corner of Wood End Lane and Gravelly Hill North, Erdington, be approved; that they be authorised to accept the tender of Messrs J T Harris, Ltd, at the sum of £7,580 for the erection of such premises, and the Town Clerk instructed to prepare and attach the Corporate Seal to the necessary documents.

General Purposes Sub-Committee: December 8th 1924

 

With reference to Minute No 552, (Property at Erdington) in view of the Committee's action in accepting a tender for the proposed building, and the Council's approval having been obtained thereto, it was:

Bank Committee: December 15th 1924

 

The following Minutes of the City Council passed on presentation of the Committee's report on the 2nd December last, were received:

That the proposal of the Bank Committee to erect a Branch Bank, together with dwelling accommodation, at the corner of Wood End Lane and Gravelly Hill North, Erdington, be approved; that they be authorised to accept the tender of Messrs J T Harris, Ltd, at the sum of £7,580 for the erection of such premises, and the Town Clerk instructed to prepare and attach the Corporate Seal to the necessary documents.

 

General Purposes Sub-Committee January 12th 1925

 

On Minute No 572 the Town Clerk presented the following report, as to the entering into of an extension of the tenancy of the Church House, Erdington, until the 24th June 1925:

I have to report upon the above Minute that an agreement in the form of correspondence has been made between the Church House Trustees and the Corporation for the extension of the Corporation's tenancy of the Church House, Erdington, until the 24th June 1925.

I ask that this Minute be discharged.

With reference to the premises at the corner of Wood End Road and Gravelly Hill, Erdington, the General Manager reported that the Public Works Department had called attention to an arrangement made by them in carrying out negotiations with Mr Guest for a wooden structure to be erected at the rear to enable Mr Guest, Junior, to carry on his business as an Upholsterer.

 

665    RESOLVED:- That the matter be referred to the Chairman and Councillors Appleby and Gelling with the General Manager to confer with the Public Works Department thereon.

 

General Purposes Sub-Committee: February 9th 1925

 

675 On Minute No 665 (Erdington premises) - the Sub-Committee were informed that the site had been visited by the Chairman, Councillors Appleby and Gelling, and the General Manager, with Mr Ballard, the Building Surveyor. After the building was completed there would be a considerable area of land available, and the question had been considered of putting up lock-up shops thereon or utilizing the same for a garage. A communication had now been received, however, from the Surveyor, intimating that a portion of the land might be required for the purpose of his Department, and consideration of the matter had accordingly been deferred.

 

Consideration had also been given to the desire of Mr Guest, the former tenant, that a workshop should be erected for the use of his son. While it was felt that there would be no great objection to such a shed being erected at the rear of the land, they considered that the Bank were in no way responsible for any expenses incurred in regard to such erection, and were of opinion that Mr Guest should pay a satisfactory rental in respect thereof. The question had been referred to Mr Wilde, with a view to coming to satisfactory terms in the matter, if possible.

 

Bank Committee: April 20th 1925

 

On Minute No 1919 - erection of new bank premises at Six Ways, Erdington, the Town Clerk presented the following report as to the completion of the Contract with Messrs J T Harris Ltd:

2034   RESOLVED:- That Minute No 1919 be discharged.

 

General Purposes Sub-Committee: May 11th 1925

 

On Minutes Nos 665 and 675 (Erdington premises) the Chairman of the General Committee stated that at his request Mr Wilde had prepared a scheme which provided for the erection of two houses on the vacant land adjoining the Bank premises. The Chairman had forwarded particulars of the scheme to the City Surveyor, who had eventually replied stating that the land in question was unsuitable for the building of houses and suggesting that in view of the fact that there was a great need for public lavatories in the vicinity, the vacant land in question should be used for this purpose.

 

731     RESOLVED:- That in the opinion of this Sub-Committee it is undesirable that the vacant land adjoining the Erdington premises should be utilised for the purpose of the erection of public lavatories, and they recommend the General Committee to authorise a communication to be sent to the Public Works and Town Planning Committee accordingly.

 

In connection with the construction of the Erdington premises, the General Manager stated that there was some doubt as to whether the Contractors were allowing for the full extent of the frontage as had been intended.

 

732    RESOLVED:- That the question be referred to Mr Councillor Gelling and the General Manager to take such action as they may consider expedient.
