Report of the General Purposes Sub-Committee:
267 and 269, High Street, Erdington.
Enquiries have been made in the Erdington District for premises suitable for the requirements of a permanent branch bank, and your Sub-Committee have had before them a report from Mr Wilde with reference to freehold property 267 and 269, High Street, Erdington, consisting of two shops and dwellinghouse accommodation.
The shop No 267 with rooms over and at rear of both shops are let on lease to Messrs Foster Bros at a rental of £65 rising to £75 per annum in twelve months' time, when the term continues for a further five years. The lock-up shop No 269 is held on an annual tenancy at a rental of £45 plus rates.
Messrs Foster Bros have vacated their premises and had informed the Chairman of your Committee that they were prepared to assign the lease to the Bank for a payment of £300. They had had application from several other people to take over the lease on these terms, but the Chairman was able to secure the refusal on the understanding that a prompt decision was arrived at. The latter was authorised by your Sub-Committee to act as he thought desirable, and he has since your Sub-Committee's meeting agreed to make the payment referred to. The Committee are now asked to confirm this action.
Your Sub-Committee are of opinion that the freehold should be acquired and have accordingly authorised the Chairman of your Committee and the General Manager, in conference with Mr Wilde, to negotiate with a view to the purchase of Nos 267 and 269, High Street, Erdington, for a sum not exceeding £2,200.
1393 RESOLVED:- That the Chairman's action in agreeing to the payment
to Messrs Foster Bros of the sum of £300 in consideration of the assignment to the Bank of their lease of the premises in High Street,
Erdington, referred to in the foregoing Report, be confirmed, and that the Town Clerk be authorised to enter into, and if necessary
affix the Corporate Seal to any necessary document.
1394 RESOLVED:- That the action of the General Purposes Sub-Committee in authorising negotiations with a view to the purchase of the freehold property Nos 267 and 269 High Street, Erdington, at a sum not exceeding £2,200 be confirmed.

Report of the General Purposes Sub-Committee:
Purchase of Premises at Erdington.
Mr Wilde, acting on the instructions of the Committee, has undertaken to purchase Nos 267 and 269 High Street, Erdington, for the sum of £2,125, and your Committee recommend that the purchase be confirmed and report made to the City Council.
1415 RESOLVED:- That the Council be asked to approve the purchase of freehold property Nos 267 and 269 High Street, Erdington, for Branch Bank purposes at the sum of £2125, and that subject to such approval, the Town Clerk be instructed to prepare and affix the Corporate Seal to any necessary documents in the matter.
Report of the Bank Committee to the City Council:
Purchase of Premises at Erdington.
Your Committee have been fortunate in securing premises at Erdington in the shopping area, which will enable them to make better provision for the growing Branch and neighbourhood. Erdington Branch has suffered, like those in some other districts, during the past 3½ years, by lack of proper premises. For some time the business of the Bank was conducted on three evenings in the week in the Church Schools, being then transferred to the Church House and the Bank opened daily. This change resulted in increased business, and now that the opportunity occurs of purchasing conveniently situated premises, your Committee look forward to a further development.
The property is freehold and is situate, as shown by pink colouring on the plan "B" annexed to this report, at Nos 267 and 269, High Street, Erdington. The accommodation comprises: Two retail shops, kitchen and usual outbuildings, for bedrooms and attic.
The purchase price of the freehold is £2,125, and vacant possession can be obtained of the shop No 267, High Street, and rooms at rear and above. No 269, High Street, is let as a lock-up shop on an annual tenancy expiring Christmas, 1924, the rental being £45 per annum plus rates.
Your Committee are professionally advised that the price is a reasonable one, and they ask that the consent of the Council, under Bank Rule No 10, be given to the acquisition of the property. The purchase price will be defrayed out of the funds of the Bank.

1449 The following Minutes of the City Council, passed on the presentation of the Committee's report on the 5th June last, were received:

Resolved - 26,406. That the Bank Committee be, and they are hereby, authorised to complete the purchase of freehold properties No 283, High Street, Harborne, and Nos 267 and 269, High Street, Erdington, as premises for Branch Banks, at the prices of £2,450 and £2,125 respectively, such sums to be defrayed out of the funds of the Bank.
General Purposes Sub-Committee: July 9th 1923
376 With reference to 269 High Street, Erdington, at present occupied by Messrs Pullar & Son, the General Manager stated the suggestion to exchange the present accommodation of the Bank for the shop occupied by Messrs Pullar was not acceptable to them, and that they, the firm in question had intimated their intention to retain possession until the expiration of their lease.
The General Manager stated that the City Surveyor had drawn his attention to certain premises in Broadfield Road, Erdington. The Chairman of the General Committee and himself had visited the site but were of opinion that the same was not suitable for bank purposes and decided to take no action in the matter.
382 RESOLVED:- That the action of Councillor Appleby and the General Manager be approved and that the General Manager be instructed to make enquiries as to suitable premises in the Stockland Green district.

On Minute No 1393 the following report of the Town Clerk was submitted as to the completion of the purchase of the leasehold interest in 267, High Street, Erdington, from Messrs Foster Bros clothing Company Limited:

General Purposes Sub-Committee: October 8th 1923
The following Report of the General Manager was submitted:
Erdington Premises.
The lease of the present premises in the Church House expires at the end of this year. The Committee will remember that certain property was purchased near Six Ways some little time ago, and the purchase approved by the City Council. In the meantime, however, the Public Works Committee made representations to the Bank Committee with a view to joining in the purchase of land and buildings at the corner of Wood End Road. After inspection of the site it was decided that the Bank should join with the Public Works Committee in the purchase on the following basis
1. The approximate land available, after demolition of existing buildings, for the purpose of a Bank would be about 600 square yards with frontage to the main road;
2. For this land the Bank would pay a sum equal to one-third of the purchase price of the entire site, comprising some 1800 square yards;
3. The Public Works Committee to take over the property recently purchased by the Bank near Six Ways at a price to be agreed between the two Committees.
The Wood End Road property has been purchased by the Public Works Committee at a figure, which I believe is £2,000, but possession has not yet been secured. I am unable to obtain definite information as to when possession will be obtained. Having regard to the fact that if possession was obtainable to-day it would take six months or more to build premises, it would appear desirable to arrange for an extension of our existing lease for twelve months rather than move from the Church House to the premises we own near Six Ways, and then have to move to new premises at a later date. I should like the Committee's decision on this matter, and at the same time would suggest that an interview should take place at once with the Public Works Committee regarding the whole question.
407 RESOLVED:- That the General Committee be recommended to approve the negotiations carried out with the Public Works & Town Planning Department regarding the joint acquisition of property in Wood End Road, Erdington, on the lines indicated in the foregoing Report, and to authorise that the Lessors of the Church House, Erdington, be approached as to the existing lease being extended for a further 12 months.

On Minute No 1519 (property at Erdington) the following communication from the Public Works and Town Planning Committee was received:
17948. Resolved: That the proposal of the Bank Committee to transfer the two shops in High Street, Erdington, to the Public Works Committee at the price of £2,125, as mentioned in the report of the Town Planning Sub-Committee, be approved.
Bank Site, Erdington.
Your Committee in accordance with an arrangement made with the Bank Department, recently acquired an area of land situated at the corner of Gravelly Hill North and Wood End Lane for the purpose of widening the roads and providing a site for a Bank. It is impossible, however, to obtain immediate possession of this land, as arrangements have first to be made with Mr Guest the tenant of the corner house to give up possession. Meanwhile it is suggested the Bank retain their present premises at the Church House pending the erection of the new building, and that the two shops in the High Street which the Bank recently acquired, and which under the High Street improvement scheme will sometime be demolished, shall be transferred to your Committee at the price at which they were purchased, which was £2,125.
Your Sub-Committee recommend that the proposal to transfer the two shops in question be approved.
Bank Committee: December 17th 1923
On Minute No 1520, the General Manager reported that arrangements had been made with the Lessors of the Church House, Erdington, for an extension of the Bank's tenancy of the premises utilised by them for Branch Bank purposes for a further period of twelve months.

General Purposes Sub-Committee: March 10th 1924
With reference to the premises proposed to be taken over from the Public Works & Town Planning Committee at the corner of Gravelly Hill North and Wood End Lane, Erdington, the Sub-Committee were informed that it would be necessary for an arrangement to be arrived at with the tenant of the premises, Mr Guest, in order to obtain possession. The Sub-Committee were of opinion that this was a matter which should be dealt with at a conference with the Public Works & Town Planning Committee, and the suggestion was made that alternative accommodation might be provided in the premises proposed to be transferred to the Public Works & Town Planning Committee at 267 and 269 High Street.
500 RESOLVED:- That the matter be referred to the Chairman of the General Committee and the General Manager with a view to the Public Works Department being approached on the above lines.
Bank Committee: April 28th 1924
On Minute No 1564, the following Minute of the City Council approving the arrangement with the Public Works and the Town Planning Committee as to the property at corner of Wood End Road and Gravelly Hill, Erdington and 267 and 269, High Street, Erdington, was received:

That the proposed transfer of freehold property, Nos 267 and 269, High Street, Erdington, from the Bank Committee to the Public Works Committee, and the transfer from the latter Committee to the Bank Committee of such portion of the property at the corner of Gravelly Hill North and Wood End Lane, Erdington, as is not required for widening purposes, both transfers being upon the terms set out in the foregoing report, be approved and confirmed.

General Purposes Sub-Committee: May 12th 1924
On Minute No 500 (premises at corner of
Gravelly Hill North, Erdington) it was;
537 RESOLVED:- That the matter be referred to the Chairman and the Chairman of the General Committee and General Manager to interview the City Surveyor thereon.
General Purposes Sub-Committee: June 2nd 1924
On Minutes Nos 500 and 537 (Property at Erdington) - the General Manager reported that the area agreed with the Public Works Department to be allocated to the Bank for their purposes was 994 square yards. Arrangements had now been with Mr Guest whereby possession of his present house would be given up in favour of accommodation to be provided for him over the proposed new Bank. He would pay the same rental for such accommodation as at present, viz, £35 per annum plus rates. Mr Guest had been receiving £54 a year as rent in respect of a hoarding station on the property and a question of compensation had arisen thereon, but the Sub-Committee were of opinion that as this affected the land retained by the Public Works Committee and proposed to be utilised for street improvement, the question of compensation was one which rested entirely with the Public Works Department.
Mr Ballard submitted a draft plan of the proposed building but the Sub-Committee consider that the site lent itself to the erection of a more imposing structure. After discussion it was

out of the work.
